Europe Is Not America: Why the Distinction Matters
The comparison between American and European identity models is one of the most useful tools for understanding what Europe actually is, because the differences are so structural and so consequential.
American national identity is, in design, ideological. You become American by affirming a set of propositions — about liberty, rights, constitutional government — not by ancestry or cultural inheritance. The proposition is that the idea is prior to the place. This produces a different relationship to history: America is perpetually new, perpetually reinventing itself against its founding documents.
European identity works differently, even at its most civic. It is prior in time, which means it carries weight that propositions alone cannot. To be European is to inhabit a particular history — of empires, of wars, of specific losses and recoveries — that cannot be reduced to a set of principles to be affirmed. The European knows, in a way the American prototype cannot, that civilization is fragile, that it has collapsed before, and that the institutions that prevent its collapse require maintenance rather than celebration.
This produces the European social model: a preference for solidarity over individualism, for the state as a guarantor of baseline security, for regulation over deregulation, for vacation over productivity. These are not economic accidents — they are the preferences of a civilization that learned from catastrophic failure what unchecked power and unmediated markets can produce.
The transatlantic relationship has always run on this underlying tension. American dynamism and European stability are complementary until they are not. The current period is one in which they are not — in which the American political class has partly abandoned the postwar framework and Europe must decide whether the identity it has built requires American security as infrastructure or can stand on its own.
That decision will do more to define European identity in the next decade than any cultural debate.
